The current special issue has been inspired by a selection of papers presented at the World conference of transport research (WCTR), held in Rio de Janeiro, Brazil in July 2013. Selected papers focus on relations between the built environment and travel behaviour. The contributions complement each other as they come from different geographical origins, apply different methodological approaches and address travel behaviour with a focus on a variety in transportation modes. Together they address various interesting and subtle relationships between infrastructure and the built environment and the one hand and travel behaviour (mostly mode choice) on the other hand.

This paper reports on a research study that investigated the travel behaviour of residents in three case study station precincts located along a new railway in Perth, Western Australia. The precincts were selected for comparison, representing the different development opportunities ranging from planned transit-oriented development (TOD) to station precincts acting primarily as origin stations or transit interchanges. Accessibility measures and the actual travel patterns of residents in each station precinct were compared, in order to consider the degree to which different station precinct designs have led residents to reduce their motorised travel and to substitute it with both public transport within the region, and walking or cycling within the local neighbourhood. We draw on two surveys: a household survey, including a travel diary, examining behaviours after the railway opened; a detailed survey measuring both local and regional accessibility using a suite of over 30 measures of multi-modal accessibility. The results highlight the dual role of public transport and land—use planning in changing mobility patterns, using a temporal perspective. We found a positive relationship between improvements to accessibility by public transport and residents reducing car-based travel. Residents also increased the spatial reach of their travel and many converted from uni-modal to multi-modal travellers. At the local level (station precinct), however, we found an accessibility mismatch between infrastructure and proximity to facilities, whereby neighbourhoods with a high standard of infrastructure for walking and cycling do not have corresponding facilities that they may walk or cycle to and vice versa.

Typically, mode choice behaviour is studied as a function of observed travel factors. Given the importance of unobservable factors on choice behaviour, this paper deviates from this approach. We analysed cycling as mode choice to access railway stations, incorporating latent variables and psychometric data to capture relatively intangible factors that influence mode choice. Such factors are not observable, but can manifest themselves through adjustable indicators. The database used for this paper contains 12000 observations of journeys carried out in the Rotterdam – The Hague area in the Netherlands, covering thirty-five railway stations. In addition to using a traditional binary logit model, we estimated three hybrid choice models for access mode choice. These hybrid choice models represented observed and unobserved factors simultaneously, including the train users’ perception of connectivity, attitude towards station environment and perceived quality of bicycle facilities. The results show that both attitudes and observable travelrelated elements are important in the decision to cycle to the station or not. Variations in these perceptions and attitudes significantly affect the bicycle-train share. At the same time, improvements in unguarded bicycle parking facilities may increase the number of people who cycle to the train station more than improvements in guarded bicycle parking would. Moreover, the availability of the parking facilities is crucial during rush hours. Another conclusion is that transport strategies to encourage bicycle-train use must be implemented by station type, i.e. measures to encourage bicycle access at larger stations. Further research would develop a hybrid choice model for egress, and a stated choice experiment would compare these results.

This study uses data from the 4th Nationwide Person Trip Survey to analyse the relation between the built environment, modal access preference at residential location and travel behaviour in Japan. By estimating random parameter count models, significant statistical associations were found between the built environment and preferences with non-work trip frequency by mode. Furthermore the effect of population density, car ownership and some access preference traits were found to be heterogeneous for some modes. Since most of the recent literature has focused largely on North-American and European cities, this study contributes to the existing body of literature by examining the role of the built environment and individual preferences on travel behaviour in the context of Japanese cities, and sheds some light on existing heterogeneity in the effects of some factors related to travel behaviour.

Residential dissonance signifies a mismatch between an individual’s preferred and actual proximal land use patterns in residential neighbourhoods, whereas residential consonance signifies agreement between actual and preferred proximal land uses. Residential dissonance is a relatively unexplored theme in the literature, yet it acts as a barrier to the development of sustainable transport and land use policy. This research identifies mode choice behaviour of four groups living in transit oriented development (TOD) and non-TOD areas in Brisbane, Australia using panel data from 2675 commuters: TOD consonants, TOD dissonants, non-TOD consonants, and non-TOD dissonants. The research investigates a hypothetical understanding that dissonants adjust their travel attitudes and perceptions according to their surrounding land uses over time. The adjustment process was examined by comparing the commuting mode choice behaviour of dissonants between 2009 and 2011. Six binary logistic regression models were estimated, one for each of the three modes considered (e.g. public transport, active transport, and car) and one for each of the 2009 and 2011 waves. Results indicate that TOD dissonants and non-TOD consonants were less likely to use the public transport and active transport; and more likely to use the car compared with TOD consonants. Non-TOD dissonants use public transport and active transport equally to TOD consonants. The results suggest that commuting mode choice behaviour is largely determined by travel attitudes than built environment factors; however, the latter influence public transport and car use propensity. This research also supports the view that dissonants adjust their attitudes to surrounding land uses, but very slowly. Both place (e.g. TOD development) and people-based (e.g. motivational) policies are needed for an effective travel behavioural shift.

Cities are endowed with and accumulate natural and constructed assets based on their unique histories, which in turn define the choice set of the present. But, common practice is that current behaviour can be described without reference to past circumstances. This work departs from that practice by examining the effects of historical urban rail on current residential location and travel behaviour, from the era of horsecars (1865) and streetcars (1925) to the present in Boston. It uses tract level data to explore the hysteretical effects of past access to rail—the extent to which the urban system retains the impacts of rail even when it no longer exists. Current density and travel behaviour are measurably influenced by past access to rail. These findings are robust to a series of alternate causal, functional, and spatial specifications. The built environment and demographic patterns are found to be the strongest mechanisms for these persistent effects. Past access to rail has shaped the city, and that shape has, in turn, affected travel behaviour. For density and auto ownership there is also a residual measurable effect of past access unexplained by the built environment or demographic patterns. This research shows that past rail access continues to reverberate in current residential location and travel behaviour. These findings of hysteresis add to an understanding of the long-term impacts of rail infrastructure, and suggest that if higher density and lower levels of auto ownership are desirable, policymakers should focus on reuse of areas that were built around rail.
